Cummins Hard Starting

On a few occasions recently Baldwin has been contacted regarding hard starting complaints on some newer Cummins CELECT engines. These complaints have included applications using BF957, BF1212, and filters provided by other filter manufacturers. We have conducted extensive laboratory and field trials of these Baldwin products and have found no correlation between the filter's performance and the hard starting which these customers are experiencing.

Upon further investigation, we have learned that Cummins has recently published a Service Parts Topics bulletin addressing this problem. Bulletin #95T5-10 dated September 1995 outlines several potential causes for the hard starting problem and recommends troubleshooting procedures
and corrections. Cummins states that in all of the complaints that they have investigated, the hard starting has been determined to be caused by no or low cranking fuel pressure which is being created by one of the following:
  1. Suction line drain back.
  2. A stuck open pressure regulator.
Cummins' diagnosis of these complaints agrees with the findings of Baldwin engineers in concluding that the fuel filters on these systems are not a contributor to hard starting. Any Baldwin customers experiencing these same hard starting problems with their Cummins CELECT engines should contact their Cummins dealer and request information outlined in Service Parts Topics #95T5-10.
